Description The actual operative area of the Navy units throughout the world is even more oriented toward the support of rescue missions in civil operations and intervention missions during environmental disasters. The proposed Decision Support System (DSS) is based on a multilayer architecture with the aim of coordinating and supervise the acquisition and integration of heterogeneous information incoming from several sensors and sources, and defining an innovative command and control system for efficiently managing the crisis situations. Main aims of the project are the functional integration of innovative technologies with off-the-shelf technologies, and the synergic coordination among the several components involved in the management of the sea emergencies with the aim of optimizing the intervention times, safeguarding the people safety, guarantee high security levels and contain the damages to the sea environment. The foreseen layers for the decision support system are two: 1) The lower layer concerns the management of the communications with heterogeneous sensor types for acquiring from the operative scenario all the support information for the upper layer. The functions belonging to this layer are: network autoforming, load balancing and quality of service (QoS) management, in relation to the different traffic types, integrity management of the acquired information and security and confidentiality assurance. Aim of this level is also the interoperability with other similar systems, also belonging to other nations or operators, in those critical scenarios that foreseen multi-force and multi-nation intervention. 2) The upper layer is in charge to perform the data fusion. This function corresponds to the cognitive process used by the humans for integrating the data incoming from the five senses for producing inferences on the external world. Within this project this layer will have these specific functions: • Object Assessment: fusion of multi-sensorial data for defining the position, speed, attributes and characteristics of an entity; • Situation assessment: automatic estimation of a situation; • Impact assessment: projection of the actual situation in the future for the definition of alternative hypotheses on the emergency situation; • Process Refinement: Check and control of the data exiting from the fusion process with the aim of improve the results; • Cognitive Refinement: Iteration between the data fusion system and the human decision for improving the results interpretation and the decision process. The implementation of each function will be studied for identifying original solutions, with a high efficiency and according to the technological evolution, with the aim of developing innovative integrated solutions between the two layers. In that sense, we will consider the dynamic applications management with the functions of data sharing and distributed processing, and load balancing strategies among the nodes; we will consider also the techniques that allow an efficient management of the graceful degradation, even through the reduction of the minor functionalities and performance. The project foresees a significant on the field experimental activity by focusing on the integrated management of environmental risk and sea rescue. With this aim, suitable test beds will be identified where the developed technologies can be implemented.
