Description Objectives This project has the objective of developing an "open" inter-operational platform of cloud computing e-government services, on which to create a series of applications for the Local Public Administration. Starting with the selection of components already available at the PA, the missing components will be developed to create an "open" federal platform, with services analogous to those of ownership systems. The platform will allow the LPA to undertake the role of "cloud provider" offering services to various categories of user. Components of the platform or compatible interfaces will also be made available by commercial IaaS solution of the industrial partners present in the project (Sielte, CILEA) and external to it (Telecomitalia, Aruba). Methodology The software applications founded on the PRISMA architecture intend to enable methods of interaction with users who consent to rendering the underlying applicative processes measurable, interoperational and interactive. It will start from "natively digital" which can be easily supported by "cloud" technology, overcoming the paradigm of "dematerialisation" of the conventional processes of the LPA. The platform integrates semantic technologies applied to the publication and re-use of "linked open data" and to the external evaluation of the performance of the LPA. Results expected and first users The vertical areas foreseen for the experimentation concern services for e-gov at the LPA level, various applications in the socio-health field and management services of the seismic safety of the territory (conformity to standards of strategic buildings experimentally equipped with a network of sensors for early-warning and verification in real time of the transit conditions of the system route). The platform will be put in place at the prototypical level in some public centres of the Convergence Regions starting with the data centres of the Universities of Bari and Catania and the INFN headquarters of Bari, Catania and Napoli, and at the server farm of InnovaPuglia for the experimentation of the health data of ARES Puglia. The LPAs which participate in the experimentation are some Sicilian and some Campanian municipalities. The training project foresees the qualification of 60 graduates for the development and management of "open source" cloud systems for smart government.
