Description The smart city concept and, in a more general way the one of Smart Country, was recently introduced to provide a strategic view that could include all of the social and technological factors of an urban area in an unique framework that highlights the centrality of the ICT technologies in the valorisation of the social and environment assets to furthermore increase the productivity and competiveness of the cities, or more generally of the regions. Indeed, in the optic of the economy based on knowledge, the efficiency of the network of services in the urban/regional area do not depend only on the classic type infrastructure (roads, railway and other infrastructures present in the “physical urban capital) but also, and in a growing way in the quality and availability of the intellectual and social capital, that is directly correlated to the availability of an infrastructure capable of sharing and exploitation of knowledge. The characteristics of the TETRA communication system make it a very interesting standard for the exploitation of innovative services in the Smart Countries and Smart Cities context. TETRA is an open standard, that characterises itself as an emerging technology in the professional mobile radio-communication (PMR) sector as defined by the European Telecommunications Standards Institute (ETSI). The PMR systems provide radio-communication voice and data services for a very specific market that is for the needs of bodies that, because of their nature and/or mission need stable voice and data connections with security and privacy characteristics between operators working in a specific area and between them and a central operating system, i.e. public security forces, organisations operating in emergencies contexts, hospitals but also organisations responsible for the public services and large companies. The main force points of the TETRA communication system are that TETRA can provide services guaranteeing the continuity of services supplying, has a better signal covering pervasivity that allows to significantly decrease the installation costs, reducing the number of fixed bases necessary to cover a certain region, and also allows the installation of mobile bases in certain necessity conditions (i.e. emergencies). TETRis will therefore allow to enrich the functionalities, services, application and interoperability of the TETRA communication system in the optic of the realisation of the Internet of the future crating a technological framework and a competence field that will allow the development of value added services through the cooperation of operating intelligent devices and service users, all identifiable, in this optic, as Smart Objects (Internet of People, Things and Services) In particular the TETRis project will articulate itself upon three axis : ¿ The definition of models and instruments that allow the development, evolution and opening of the TETRA network, and the identification of intelligent devices ¿ The definition of a framework for the specification and cooperation of smart objects and their orchestration inside the respective Smart Environments, as well as for the realization of evolved sets for the monitoring and government of the network also through evolved instruments capable of flux data analysis (log) and support decisioning ¿ The definition of certain Smart Environments applied to the environment preservation, the emergencies management, the urban and extra-urban mobility, the utilities and the citizens
